Since the days of reconstruction in the South, blacks and other minorities in the United States have faced being charged with crimes, sentenced and incarcerated at rates that far outstrip those of their white counterparts. In many parts of the country, a black man is more than 15 times as likely to have a serious felony conviction on his record as a white man of similar demographic circumstances. Many point to this as prima facie evidence of ongoing racial oppression and systemic discrimination against blacks.
